SPFPA Seventeenth Constitutional Convention Q&A Answers

When will I receive information to make arrangements to attend the Convention?

Travel, hotel reservation and credentials forms will be mailed out in early January 2020 and must be returned by February 10. Any returned beyond this deadline date may not be processed.

How can I comply with the February 10th date to return paperwork if my Local needs to have an election and/or vote for Delegate attendance? 

Nominations/Elections must be started in November and concluded by December 15, 2019. All Election results must be sent to the International by January 1, 2020.

What is the dress code for Convention 2020? 

Resort casual for the Convention, Welcome Reception and Finale Fireworks Extravaganza.

How many people can we send to the Convention? 

International Finance Department calculates your Local’s “Delegate Strength” based on your dues paying members between January – October 2019. A formula is applied and you will be mailed out notification of the number of Allocated Delegates for your Local. Your Local By-Laws or membership vote may allow you to bring an additional number of Delegates.

What if my Local does not want to send anyone to the Convention? 

It is the responsibility of every Local to attend the Convention and speak on their member’s behalf. If Locals fail to send allocated Delegates, the Local will be responsible for the costs of the rooms necessary to cover their required number of delegates.

Are we allowed to bring our family? 

Yes, but at your own expense. Must provide personal payment for family members.

Can my family share my room that is paid for by the Local?

Yes, family members can share your room and the Local can pay for the room as long as you fall within the guidelines of the Hotel Policy, below:

  • Maximum number of people per room is five (5).
    • If you have more than 2 adults (18 or older), there will be a $25.00 per adult/night fee for each additional person 18 or older. If they are not Delegates, the cost wold be the responsibility of the individual and not the Local and/or International.
  • You can have 5 adults (18 or older) share a room with the $25.00 fee per adult/night for the additional 3 adults. If they are not Delegates, the cost would be the responsibility of the individual, and not the Local.
  • The additional costs of adult (18 or older) family would be the responsibility of the individual, and not the local.

What is the cost of the room? 

The SPFPA Special Convention room rate is $257/night (plus sales and resort taxes = $289.13). Guest rooms include two queen beds or a king bed, ceiling fan, refrigerator, iron and board, flat-screen TV, coffee maker, wall safe, telephone with voice mail and high-speed internet, and complimentary guest parking. Every guest will receive a personalized MagicBand room key with each name printed inside. Recreation and amenities include: Four swimming pools; fitness center, hair salon and game arcade. White sand-beach and marina with watercraft rentals. Nature walk, bike rentals and children’s playground. Tennis and volleyball courts.

What if I don’t have a credit card to pay for my room? 

If you don’t have a credit card, you can use a debit card, write a check or pay in cash. If you are an “escrowed account,” your room will be billed on the master account and recovered from your Local account, but you will still need a debit card or cash deposit for incidentals. If the Guest would like to charge incidentals during their stay to their room folio using their MagicBand a credit card will be required to be placed on file. A hold of $100 will be placed on the card for estimated incidental expenses. Guests will only be charged for what they actually spend and any authorization holds in excess of the balance due will be released back to the Guest at check out. All Locals who retain their own Local funds must pay for the rooms with their Local’s fund. Please make sure to bring payment (Local check or personal credit card and then voucher expense to Local’s fund.)

Can I book an extra room for additional family I wold like to bring? 

Yes, on a first come, first serve basis and only for the convention block dates – arriving Sunday, May 17 departing Thursday, May 21. The cost would be the responsibility of the individual and not the Local. Make your reservations early.

Can I extend my stay either the weekend prior or after the Convention? 

The discounted SPFPA Convention block rate for Delegates is only for May 17-20. If you wish to come in early or stay after the 20th, you would need book a separate reservation on your own credit card, upon hotel availability. Costs for additional nights cannot be paid by the Local.

Is there on-site dining? 

Yes, multiple restaurants and marketplace venues. The marketplace offers a “refillable” beverage souvenir mug, for under $20.00, valid for unlimited refills at no additional charge during your length of stay.

Also, there is a wide variety of off-site dining within walking distance or by taking the free water taxi across the lake along the boardwalk. Shuttles also run to Downtown Disney Spring for a large variety of dining and entertainment.

Will I receive a Per Diem Allowance for food? 

Yes, escrowed account Local Delegates will receive their Per Diem in cash at time of Convention Center Delegate Registration on Sunday, May 17th, open between 9 AM and 5 PM.

What other expenses are covered? 

SPFPA International Union is sponsoring the Welcome Reception on Sunday, May 15th for Delegates and their families from (6-8 PM) and also a Finale Extravaganza at Epcot Showplace including a private viewing of Fireworks on Wednesday, May 20. Delegates, guests and families are invited to attend at no additional cost.

How are Airline travel arrangements done for Escrowed Account Locals. 

Airline Travel forms will be mailed to Locals in January and must be returned to International Headquarters no later than February 10. Your airline forms will be forwarded to AAA and a travel representative will contact you to go over specific flight information prior to booking your ticket. $30.00 per reservation fee will apply.

    • Airline tickets are non-refundable/non-changeable, so make sure you have the proper information when making your reservation and the proper dates when you are booking. Any fees for flight changes must be paid by the individual.
    • In addition, luggage fees may apply, and you will need to check with the airline carrier to find out what their policy is so you won’t be surprised with an “unexpected fee” at the airport. You will need to save your receipt to submit for reimbursement after the Convention.

How are Airline travel arrangements done for Locals who maintain their own funds? 

You may use AAA Travel services, book online or whatever means you prefer.

Can my family book with AAA Travel? 

Yes, and the cost would be the responsibility of the individuals.

Can I drive instead of fly?

Driving travel can be made in lieu of air travel. (It is recommended that the Locals approve the cost of either a rental car or mileage reimbursement only if it is equal to the cost to fly on a regular coach ticket to Orlando.) The current mileage reimbursement rate is 58 cents per mile if you drive your own personal vehicle. (Mileage reimbursement includes the cost of gas. Gas is not a separate expense for reimbursement. If you rent a car, you are not entitled mileage reimbursement.) Locals who choose to drive, would be required to pay out of pocket and submit a voucher for reimbursement after the fact with proper receipts.

If I decide to drive instead of fly and need to stop overnight at a hotel, will the Local reimburse me for the cost? 

New IRS regulations do not allow the cost of a layover to be paid by the Local. The individual is responsible for all costs of additional night stays.

If I fly, how do I get from the airport to hotel? 

Disney’s Magical Express is free transportation for all resort guests. After receiving your guest room confirmation number, you have the option of using Disney’s online form or calling group reservations directly. You must book 30 days in advance.

    • Prior to arrival, attendees will be mailed an Airport transportation Booklet containing special luggage tags which they will attach to their luggage before departure.
    • Upon arrival at Orlando International Airport, guests will proceed directly to the Disney Airport Welcome Center in Terminal B.
    • Attendees and guests board complimentary deluxe motor coach transportation to their Disney Resort hotel, while their luggage goes straight from the plane to their room.
    • At the end of their stay, attendees will enjoy the same convenience of Disney’s Magical Express service from their Disney Resort hotel to Orlando International Airport.

Does Disney have shuttles to the Theme parks and Downtown Disney Springs? 

Yes, free and frequent shuttles are available.

Can my Locals purchase Amusement Park Tickets for our Delegates and families?

Absolutely NOT! Purchasing tickets from the Local’s funds is strictly prohibited by law.

Does Disney offer any Theme park discounts? 

Yes, you can save money when purchasing Special Meeting/Convention Theme Park tickets in advance through SPFPA 2020 Disney Events Site. Special Meeting/Convention After 2PM park tickets and Twilight Park tickets (after 5 PM) are only available to SPFPA attendees, families and guests and not available to the general public. The advance purchase ticket link expires one (1) day prior to the Convention (May 16th). After that day, you may purchase tickets on site at the regular rate.

Also, substantial discounts are given to military. Eligible member or spouse (but not both) may purchase up to 6 tickets, provided one is used by the purchasing member/spouse. Proper military identification is required for purchase and use. Each Disney Military Promotional Ticket must be used by the same person on any and all days. Tickets are available to active and retired U.S. military personnel or their spouses including active or retired members of the National Guard, Reservists, the U.S. Coast Guard, the Commissioned Corps of the Public Health Service (PHS), and the Commissioned Corps of the National Oceanic and Atmospheric Administration (NOAA) (“Eligible Service Members”).
